High-carbon content steel and water are not the best of friends, so aqueous cleaning always is problematic for these substrates. High-carbon steel rusts easily and if the shapes are complex or delicate, the rust will require the parts to be scrapped or at least reworked. A particular phenomenon unique to high-carbon steel called “flash rust” occurs when warm, wet parts rust instantly upon contact with air.
